In a globular cluster, the giants all have only slightly different masses, with the ones that are more evolved being slightly more massive. All stars become luminous giants (just before helium ignition, which occurs at a set central temperature, which in turn corresponds to a set luminosity); the reason we see so few is that the phase lasts only briefly.
